BOONE COUNTY, Ind. (WANE) - A Halloween decoration in Boone County of a stuffed dummy of President Barack Obama has created a stir among people.

The dummy has a rope around its neck and is hanging. There is also rope around the dummys' wrists.

A neighbor says the person who owns the home is taking his freedom of speech too far.

"I don't care much for our President, but he is our President.  We live in a country where everybody has got a different opinion and that's fine, but it's not fine to go out of your way to make a statement like that. That's purposely designed to offend people," the neighbor said.

The man who owns the dummy says the Obama dummy is not supposed to look it's hanging.

The owner said he will be taking it down.
