KENDALLVILLE, Ind. (WANE) An off-duty Indiana State Police (ISP) Trooper followed and arrested 36-year-old Andrew A. Kissinger, of Kendallville, after he saw him driving recklessly through the parking lot of the Cole YMCA almost hitting two children.
Trooper John Silver said he saw the Dodge Durango, of which Kissinger was the driver, speed through the YMCA parking lot around 4:45 p.m. on Friday, go over an embankment, a pile of snow and the sidewalk, nearly hitting two children in the process.
Silver had been parking his marked ISP car but went after the Durango as it then drove through the front lawn of a high school, drove south on Henry Street, into a grassy area between houses, and then continued to drive in circles.
Silver turned on his lights and sirens as he caught up with the Durango, which stopped and appeared to be stuck. Silver took Kissinger into custody without incident.
Kissinger later tested positive for amphetamines and opiates at a hospital; police apparently believe he was under the influence of methamphetamine. He was held at the Noble County jail on a $3,500 bond.
Kissinger faces the following charges:
